This solution worked for me (PC-only, sorry): Open the console. Type: "prid 2BFA2" (without quotes) --- this selects Hadvar from his RefID. Type: "enable" --- this makes Hadvar re-appear in the game (somewhere, likely in Riverwood) Type: "moveto player" --- this teleports Hadvar to your position. Close the console.

And the quest didn't update when I met with Hadvar and his men. Also, it seems you don't need to rescue first, you can just kill every enemy outside the fort, then go inside the empty fort and unlock the cells. All objectives will be fulfilled at once. I go to select a potion to give them and it shows my inventory as empty.

Of course, we've also been able to remove the generic dialogue substitutes for Jason's Hadvar and bring back the race specific dialogue and Guardian Stones dialogue!

You can do the Jagged Crown glitch with either Hadvar or Ralof, so it doesn't matter if you've already joined the Imperials. Just redo the quest, save often, and keep track of them. If they disappear, just reload from the most recent autosave.

Having said this, game provides for levelling each time you level up as long as you have gold. Better still, use a 2013-08-26 Hadvar can get stuck following you after Battle for Windhelm, The Battle for Whiterun, or another late Imperial quest.
